Standard Number 3.2.2 : The legal authority and operating control of the institution are clearly defined for the following areas within the institution's governance structure:Full Compliance The Board of Regents Policy Manual and the Board of Regents Bylaws clearly define the policies governing an institution of the University System of Georgia's legal authority and operating control regarding the areas below. [See Georgia Southern's organizational chart ( 2003-04 Fact Book , p. 17).] 3.2.2.1 the institution's mission: In 1994, the Board of Regents issued the “ Mission Development and Review Policy Directive ,” which directed the various institutions of the University System of Georgia to review their mission statements in light of each institution's role with the University System. Furthermore, each institution was instructed to indicate how its mission statement supported the institution's current range and scope of academic programs, its distinctive strengths, and how it related to the institution's and the System's strategic planning environment. As a consequence, Georgia Southern University proposed a revised Mission Statement that was later adopted by the Board of Regents in July 1996. In June 2004, the Board of Regents approved a newly revised version of the University's Mission Statement . 3.2.2.2 the fiscal stability of the institution: In its Bylaws (Article VII), the Board of Regents states that the Board holds responsibility and authority for making all allocations of funds to the institutions within the University System of Georgia. Moreover, it specifies that these allocations will be made at the April Board of Regents meeting or the next regular Board meeting following the approval of the Appropriations Act or as soon thereafter as may be practicable in each year. The Board also holds primary authority for approving each institution's budget as well as its own budget. These approvals are made at the June meeting in each year or as soon thereafter as may be practicable. The Bylaws further state that the Board of Regents shall be the only medium through which formal requests shall be made for appropriations from the General Assembly and the Governor of the State of Georgia . This authority is also defined in the Board of Regents Policy Manual (§ 701, § 702 et seq., § 705 et seq., § 710 et seq.). 3.2.2.3 institutional policy, including policies concerning related and affiliated corporate entities and all auxiliary services: The Board of Regents Policy Manual (§ 702.0102) establishes auxiliary enterprises as a separate entity to be funded on a self-supporting basis and not receive any state appropriations to finance operations. It also states that institutional funds shall not subsidize or support these enterprises and assigns intercollegiate athletics under this umbrella. Finally, it grants authority for managing these funds to the institutions. Section 1905 of the Board of Regents Policy Manual defines cooperative organizations and the conditions under which such organizations shall maintain a relationship with a System institution.
