In the University System of Georgia, all fund-raising activities are organized under the umbrella of “cooperative organizations” and the regulations governing these organizations are laid out in the Board of Regents Policy Manual (see § 1905). At Georgia Southern University, fund-raising activities conducted on behalf of the University are performed either by the Georgia Southern University Foundation, Inc. or Southern Boosters, Inc. The relationship between the University and these two entities is described in the “Memorandum of Agreement” and Bylaws of the Foundation and Southern Boosters.

As defined in Georgia Southern University's Statutes (Article II), the President of Georgia Southern University is the executive head of the University and all of its departments and exercises such supervision and direction as promote the efficient operation of the institution. The President has jurisdiction over the formulation and organization of bylaws and operating policies of all departments, divisions, colleges, and administrative offices of the University. The President is responsible to the Chancellor for the operation and management of the institution and for the execution of all directives of the Board and the Chancellor.
