Section 200 of the Board of Regents Policy Manual states the procedure for selecting presidents for University System of Georgia institutions. As clearly stipulated in § 202 of the Board of Regents Policy Manual , presidential searches are initiated by the Chancellor of the University System, with the consensus of the Board of Regents, through the establishment of a Special Regents' Committee, a Presidential Search and Screen Committee, and, when deemed appropriate, a contractual arrangement with an executive search firm. The policy further describes the composition of these respective committees and outlines the procedures they must follow. Section 201 of the Board of Regents Policy Manual documents the election of presidents by the Board of Regents. The policy reads in part: “The Board shall elect the presidents of institutions at the April monthly meeting.” Furthermore, the Board of Regents Academic Affairs Handbook (§ 1.06) states that the Chancellor shall recommend the appointment of all presidents to the Board of Regents.

In § 204 of the Board of Regents Policy Manual , the Board describes the president's reporting relationship as being responsible to the Chancellor for the operation and management of the institution and for the execution of all directives of the Board and the Chancellor. In § 803.07 of the Board of Regents Policy Manual , the Board publishes the evaluation procedures for senior administrators which apply to Georgia Southern University's President. Under this policy, the President is subject to annual performance review by the Chancellor of the University System of Georgia.

Finally, the Georgia Southern University Statutes (Article II, § 1) also state that the President shall be elected by the Board upon the recommendation of the Chancellor and shall hold office at the pleasure of the Board.
